Public Housing was established to provide decent and safe rental housing for eligible low and moderate-income families, the elderly, and persons with disabilities. The CHA’s Public Housing units are divided among three (3) Asset Management Projects (AMPS) and are located Downtown, West of the Ashley, Mt. Pleasant, James Island, and Johns Island in areas of the City of Charleston. The list below provides you with all of our locations:

Utilities

All residents are responsible for payment of their monthly gas and electric service. Tenants who reside in Scattered Site units are also responsible for payment of monthly water and sewer.

Rent

Residents have a choice to two types of rent: Income based or flat rent. Income based rent is based on 30% of the household’s adjusted gross income. A resident who opts for income based rent receives a utility allowance which is deducted from his/her rent. Flat rent is based on the size of the unit offered and its location. A tenant who chooses flat rent does not receive a utility allowance. Flat rent can only be offered at initial occupancy of the unit or during annual recertification.

Community Centers

There are two community centers that are available for resident to utilize: The Robert Mills Manor Community Center at 129-L Logan Street and Wraggborough Homes Community Center at 136 Alexander Street. **Forty-four (44) Reid Street is a unique property that is managed by AMP 30. The property is non-smoking, built using “green” technology and equipped with microwave, front-load, energy-efficient washing machine and dryer, central heating and air, and fire alarm system. The twelve (12) units at this location were completed at end of 2010. Individuals may apply for these units when CHA is accepting applications from families who qualify for two (2) bedroom units.
